                    Prepare and administer engineering,construction and equipment procurement, services, lease and maintenanceagreements, work directives, and task orders.

                    Advertise invitation to bid andrequest for proposals.

                    Coordinate the award and execution ofcontracts/ agreement, non- competitive procurements and emergency contracts/procurements.

                    Plan and coordinate procurementactivities within the scope of contracting responsibilities: prepare and editwork products for completeness and accuracy.

                    Schedule, coordinate and conductpre-bid / pre-proposal meetings and site visits. Prepare and distribute recordsof pre-bid/ pre-proposal conferences to interested parties. Attend bid openingsand prepare bid tabulations. Coordinate resolution of protests, claims andclose-outs activities.

                    Meet with department personnelregarding solicitation documents, plans, and specifications, development ofinvitation to bid and requests for proposals and required source selectionplans, bidders/ proposers mailing lists. DBE, goals and related solicitationsor contract issues; coordinates and incorporates comments/ revisions from legaland other departments into solicitations and contract documents.

                    Review and evaluate bids andproposals; compose and compare contract award and execution documentation suchas bid/ proposal evaluation sheets, procurement summary documentation, singlebid memorandum, non- competitive award justification, cost and price analysisdocumentation. Pre and post- negotiation memoranda, summary memoranda forproposers’ oral interviews, technical evaluation of price proposals and relateddocuments.  

                    Coordinate the activities of theprocurement department with other departments, follow-up on status of work sentto other departments; confers with management staff on contract issues asneeded.

                     Attend and participate in management, projectreview and related committees or meetings; prepares materials and participatesin presentations.

                    Respond to requests for information oncontracts from consultants, contractors, vendors, external customers, otherdepartment and the generic public.

                    Generate and update electronicprocurement database for relevant construction contractors and suppliers.

                    Advise other departments’ staff onprocurement methods, procedures and rational; recommends solutions.

                    Maintain business relationships withservice providers to facilitate new and continuing contracts and agreements

·        Bachelor of Engineering.

·        4 – 6 years of experience in the same field

·        Microsoft office,excellent communication skills and interpersonal skills.
